The flags at county buildings will fly at half staff on September 15 in honor of Prosecuting Attorney Richard M. Howell. The decision was made today at the regular meeting of the Darke County Commissioners.
Could DJ provide insight into this decision? Although I believe Mr. Howell is worthy of this honor, I thought only the President or Governor had the authority to declare the lowering of the flag.
At the commission meeting, the commissioners said that John Cook researched the issue and determined they had the authority. I can't confirm or dispute that.
